Smyrna Police Seize 2 Illegal Guns, Charge 3 Adults in Separate Traffic Stops

Smyrna Police patrol division officers recently seized 2 illegal firearms and arrested 3 adults in separate traffic stops occurring on the same day. On 10/29/19 at approx. 12:22 p.m. an SPD officer on patrol observed Kashar Mcivor, 20 of Smyrna operating a vehicle on S. East St. Mr. Mcivor was known to the officer as being a wanted person and not possessing a valid operator’s license. Mr. Mcivor was stopped on Chestnut St and detained. Further investigation revealed that he was in possession of a loaded stolen handgun as well as a small amount of marijuana and powder cocaine, he was additionally wanted on 4 separate court capiases, one of which was for failing to appear for sentencing on a charge of Sexual Solicitation of a child under 18. Mr. Mcivor was presented via video phone in JP #2 on charges of Possession of a firearm by a person prohibited, Carrying a concealed deadly weapon, Receiving a stolen firearm, Possession of a controlled substance, Driving without a valid license and Possession of marijuana. Mr. Mcivor was committed to Sussex Correctional Institute in lieu of $23,700 cash bond for his new SPD charges as well as secured bond for his 4 outstanding capiases.


On the same day, at approx. 8:49 p.m. an SPD officer on patrol stopped a motor vehicle on W. Mt Vernon St for driving the wrong way down a one-way road. Quintin Lowman, 40 of Cheswold was found to be the operator and his passenger was identified as Lisa Galey, 27 of Magnolia. During the stop, it was learned that both subjects had active capias warrants for their arrest and both were arrested. During a search of the motor vehicle, officers located a concealed loaded handgun in a bag located within the vehicle. Mr. Lowman was presented via video court in JP #7 on charges of; Possession of a firearm during the commission of a felony, Possession of a firearm by a person prohibited, Carrying a concealed deadly weapon, Conspiracy 2nd, Driving while suspended, Driving the wrong way on One way street. Mr. Lowman was released after posting $28,002 bond. Ms. Galey was presented on charges of; Poss. of a firearm during commission of a felony, Poss. of a firearm by a person prohibited, Carrying a concealed deadly weapon, Conspiracy 2nd, Poss. of drug paraphernalia. Ms. Galey was released after posting $18,100 secured bond.
