Check on the Welfare Leads to Drug and DUI Arrest

On August 17, 2026, at approximately 1217 hours, the Smyrna Police Department responded to the unit block of E. Glenwood Avenue in reference to a check on the welfare of a female subject who appeared to be unconscious inside a vehicle.
Upon arrival, SPD contacted the vehicle and observed a female operator inside who was observed going in and out of consciousness. Officers were able to awaken the female, at which time she regained consciousness and was observed concealing items within the vehicle that resembled illegal drug paraphernalia.
The female exited the vehicle and was positively identified as Jessica Conant (45), of Dover, DE. A search of the vehicle was conducted, which led to the discovery of the following items:
· Approximately 49 grams of suspected Methamphetamine
· 15 dosage units of Adderall
· Various items of drug paraphernalia
· A large, concealed knife
· $562.00 in suspected drug proceeds
Conant was taken into custody without incident and transported back to SPD, where a DUI investigation took place due to her showing signs of impairment. Officers obtained and executed a blood search warrant for Conant as a result of the DUI investigation.
Conant was charged with the offenses listed below, arraigned in Justice of the Peace Court 2, and committed to Delores J. Baylor Women’s Correctional Institute in lieu of $76,003.00 secured bail.
All suspects are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
Charges:
· Possession of a Deadly Weapon During the Commission of a Felony (Felony)
· Manufacture/PWID Controlled Substance, Tier 3 Quantity (Felony)
· Possession of a Controlled Substance Tier 3 Quantity (Felony)
· Carrying a Concealed Deadly Weapon (Felony)
· Possess/Consume Controlled or Counterfeit Substance
· Possession of Drug Paraphernalia (Not Related to Personal Use Marijuana)
· Driving a Vehicle Under the Influence of Drug
